What are the Proposals?
Titanic Quarter Ltd is seeking planning permission for:
A modern, single-storey postal distribution centre
Associated staff and fleet parking
Electric vehicle charging infrastructure
Servicing yard and operational space
Landscaping and boundary treatments
New access arrangements from Hamilton Road
The new facility will provide a long-term, future-proofed operational base, supporting greater use of electrified vehicles and more efficient use of floorspace, further strengthening the regeneration of the wider Titanic Quarter area.
Following a review of its property estate in Belfast, Royal Mail is considering the relocation of its current operations in Donegall Quay. The proposed development would support Titanic Quarter’s continued regeneration and provide a future-ready employment site, subject to planning approval.

Located within walking distance of the Titanic Quarter railway halt, the site benefits from high quality public transport and active travel options. Beryl bikes, cycle paths and walking routes are close by, enabling the workforce to access the building sustainably and connect easily to Belfast city centre and surrounding communities.
The development also incorporates infrastructure to support an electric vehicle fleet, including EV charging provision.
Investment & Regeneration
The proposals help bring new life to a former industrial site in Titanic Quarter, creating a well-connected employment location that supports jobs, investment and long-term economic growth for Belfast and Northern Ireland.
Where is the Proposed Site?

The proposed site is located within Titanic Quarter, on lands to the east of Hamilton Road and west of 80 Sydenham Road, Belfast.
The location benefits from strong road connectivity to key linkages across Northern Ireland and, highly accessible public transport links and a close proximity to Belfast City Centre.

How can I access the site
The new distribution hub will be located on the Hamilton Road, just of the Sydenham Road. Titanic Quarter has been selected because of its sustainable location for both active and public transport, and ease of access to the wider strategic road network for staff and fleet of electric vehicles.
It is a short walk to the city centre, along waterfront walkways that form part of the Maritime Mile. The new distribution hub is easily accessed via public transport as well. This includes:
The Glider Route G2: an 8-minute ride to and from the city every 10 minutes, or 20 minutes off peak.
The Metro Service 94a: alighting at the Queens Road.
The Metro Service 94b: alighting on the Sydenham Road (adjacent to the new development site).
By Train: the Titanic Quarter Rail Halt is located just 400m from the proposed new distribution hub, offering regular services to Bangor, Belfast Lanyon and Grand Central stations
By Cycle: The site is located along a major national cycle route on both the Hamilton Road and the Sydenham Road. This seamlessly connects to many of Belfast’s Cycling routes including the Connswater Community Greenway, Comber Greenway, Lagan and Lough Cycle Way and North Foreshore Path. Finally, the nearest Belfast Bike dock is adjacent to the site on the Sydenham Road, with a further 4 located in Titanic Quarter, providing access to 300 Belfast Bikes available for hire across the city, including 100 e-Bikes.
Supporting Modernisation & Sustainability
The new building will provide improved internal workflows and operational efficiency, supporting faster deliveries across Belfast and the wider region.

Supporting a Growing Electric Fleet
The development will incorporate infrastructure to support an expanding electric vehicle fleet, including EV charging provision and future capacity for further electrification.
This aligns with wider sustainability ambitions and the transition to lower-emission delivery vehicles.
About the Consultation Team
The applicant is supported by a consultancy team which includes Turley, the Planning and Communication Consultants and TODDs Architects as the Project Architects.
Pre-application Community Consultation
We are currently undertaking pre-application community consultation to hear your views on the proposals. During this period, we will be running a range of in-person, digital and remote consultation mechanisms, to ensure we accurately capture the views of those living near to the proposed development.
